The Timeline

Louisiana went first. January 2023. HB 142 required adult sites to verify users are 18+ with a government ID. Pornhub complied. Traffic from Louisiana dropped 80%.

Then Texas. Then Utah, Virginia, Mississippi, Arkansas. By mid-2024, a dozen states had passed laws. But everything was on hold — the First Amendment question hadn't been answered. Could a state actually force you to show ID to look at legal content?

June 27, 2025. Free Speech Coalition v. Paxton. The Supreme Court answered: yes, 6-3. Texas's law is constitutional. Age verification requirements don't violate the First Amendment.

That's when things accelerated. States that had been waiting for the ruling fast-tracked their bills. South Dakota, Wyoming, Georgia, North Dakota, Arizona, Ohio, Missouri — all passed and enacted laws within months. By November 2025, 25 states were active.

Pornhub's response was the same everywhere: block access entirely. No age verification option. No workaround. A wall. Their argument — age verification as implemented is "ineffective, haphazard, and dangerous." Their preferred alternative: device-level verification through operating systems, not site-by-site ID checks.

The one exception is Louisiana, where the AllpassTrust/LA Wallet system lets users verify without handing their ID directly to the site. Pornhub remains accessible there.
